you have 180 days to apply after you get your final marksheet. To apply your study permit must have been valid during those 180 days of your application. If you are in canada and let your student permit expire then you have to apply to restore your status as a student and then apply for a PGWP.

To be eligible to the Post-Graduation Work Permit (PGWP), you need to:

be at least 18 years old,

have been a full-time student on a continuous basis,

have finished an 8-month or longer program of study,

be in possession of an official school document confirming you finished your study program,

present your application maximum 180 days after you officially finished your program, and

have graduated from a PGWP-eligible school program.

A student should have studied full-time each academic session excluding scheduled breaks with two exceptions: you studied part-time in your final academic session only. You took an authorized gap in studies for less than 150 days.

Regarding duration– I found this on CIC site–hope it makes things clear

If your program was more than 8 months but less than 2 years

We may give you a PGWP that’s valid for up to the same length as your study program.

For example, if you completed a 9-month program, we may give you a work permit for up to 9 months.

If your program was 2 years or more

We may give you a PGWP that’s valid for 3 years.

If you completed more than 1 program

You may be able to get a PGWP that combines the length of each program.

Each of the programs you completed must be

        PGWP-eligible and

at least 8 months in length

You can’t get a PGWP if you already had one after completing an earlier program of study.

If your passport expires before your PGWP should

Make sure your passport is valid for the entire length of time you should be eligible for. If your passport expires earlier:

we’ll only issue you a PGWP that’s valid until your passport expires

we’ll tell you if you need to extend it to get the full validity

You can only extend a PGWP if we tell you to. If this happens, you have to apply on paper to extend your PGWP so that it’ll be valid for the full length it should be.

You must have a valid study permit and valid passport. Also if your study permit has expired and needs to be restored it should be done within 90 days or before it expires.
